The effectiveness of the School Resource Officer Program is based upon a cooperative working relationship among School Resource Officers and school personnel.

The Tucson Police Department School Resource Program is a cooperative effort of the police department and the school district. The purpose of the program is to develop a better understanding of law enforcement, provide safety education, and to prevent juvenile delinquency and crime. This is accomplished through prevention education and intervention activities. The School Resource Officers also provide investigative and referral services in situations involving District students. The detectives assigned to the School Resource Program are state certified peace officers and are commissioned members of the Tucson Police Department. Their actions are dictated by federal, state, and local statutes as well as the rules, procedures and policies of the Tucson Police Department. Additionally, the School Resource Officers adhere to policies and procedures agreed to jointly by the Tucson Police Department and the school district. They are selected, supervised and evaluated by supervisory members of the Tucson Police Department.
